For all those commenting on the lack of intervention - unfortunately it's just the way things are in China. People are too scared to do anything for fear of reprisals. Getting involved could prove costly to yourself +/or getting in trouble (even if you've done nothing wrong). There have been people who have helped + ended up being billed for the patient's medical care. Some have even been wrongly accused of being the cause of the situation. I'm sure there's much more to it, but that's the gist.
