those are not maintenance workers, if there was a problem a person with knowledge i.e. in overalls looking, listening for a problem. The first thing would be to shut it down or have the women at the bottom stopping people going up. they also so were looking out over the mall not at the stairs imo

They should have shut down the damn escalator. At least the child was saved.
