Exactly...just target practice, and what does that really teach them about combat or any kind of useful training? It's probably really easy to shoot cuffed and terrified people with no ability to fight you or shoot you back. Alot of them looked like 50+ year old men. It would suck to just be stuck in a building playing a deadly hide and seek game, just waiting for your turn.
