"There has to be proof..." Not true, at all; it's not uncommon for the accusation or even charge of a hate crime to manifest itself with little evidence of prejudice when the perpetrator is white. The same doesn't seem to be the case in reverse, though.

They were flying the flag because there was a Puerto Rican Day parade and festival out here. Totally wholesome event in a rough are of the city. It’s not a bad city, there’s just two rough areas people seem to trickle out of and cause chaos. If you’re street smart, you’re good. I live in the south side and have worked in downtown Chicago for 11 years and have never been harmed or mugged or any of the like but I’m weary of everyone around me.

Kids growing up w/ no parental supervision, or disinterested parent(s) or parents that are criminals themselves. A growing pattern of values where life appears to have no worth. Have an argument at a pick up basketball game? Easy solution. Shoot them.

Short of martial law in some areas, what the hell are they supposed to do?
