Not necessarily, the captives are Chechens by the look of it, the rebels can ransom them back to their families and finance their war effort. It's a small country, so you kill someone word gets around, it starts a blood feud, you owe the dead man 100 goats, really backwards shit. There's also videos of captured RUSSIANS being given the option to convert to Islam and join the Chechens and save their own lives, AND THEY DO!
