I didn't realize it at first, but you are correct. Unlike cases of self-immolation or fuel tank ruptures, he was probably instantaneous exposed to extremely intense heat for a very short period of time. I'm thinking his left arm, upper torso, and head were briefly in contact one of the unfolded sections of battery packs when it was fully involved. While he managed to get up and get away, the secondary effects began to set in once he got to the rail.

Those battery packs have probably been burning for awhile. First responders must have been on their break.
