the retard was goofing around and didn't mean to kill the guy. It was an accident, pure and simple. A really bad, stupid, totally avoidable accident but it was obvious that the kid didn't mean to do it.

Looks like it was accidental, but the asshole created the conditions for this to happen: some of the basic rules (no matter the Country you're in) for handling firearms safely are

Treat a gun as if it's always loaded
Do not fire if there is anyone next your target that you don't want to hit
Never point a gun at anyone unless it is your absolute intention to pull the trigger

He ignored all them, despite he's a reserve of the Junior Olympic Team, not some noob handling a gun for the first time in his life: the TOZ-35 (the gun, it's a cal. 22) is used in Olympics to shoot from 50 meters at targets with a 5 cm 10 ring.
He has no excuse, regardless he called the emergency number himself (the guy died later en route for the hospital, not on at the scene), and doesn't matter what "he thought", what matters is what he did.
This is why the case is being treated as Murder per se: according to the art. 105 of Russian criminal code, he shall be punished by imprisonment for a term of six to fifteen years, and in no way the charge will be downgraded to a less serious violation.
The father of the victim wrote to a newspaper that the shooter was a guy with many issues, heavy drinker and drug user: the instructor had paid for his competitions, fed him, hosted him, as he wanted to make a man of him: he obviously failed, and what you see in the video is the payback that he got from him.
