Yeah, he was probably going to sell the bike to Squirrel Elements. Squirrel Elements rarely have enough money to buy them. Dogs are notoriously bad at riding bikes, so they usually just sell them to Squirrel Elements, normally for a few tasty treats. Dogs are simple souls, who have trouble counting change. If you tell them that dimes are actually quarters, they believe you.
