Yes, but it depends on where you live in the world. With safe extraction and reliable transport to a hospital with good medical care, they could live. The main issues would be repairing the chest cavity and preventing infection.

The chest wound is showing the left lung inflating and deflating... the heart is not visible here. The heart is actually in the middle of the chest underneath the sternum, not on the left side.

Despite how it looks, this injury on its own, is a very survivable injury.
