how is it than someone can drop a lit cigarette here and they start a huge brush fire that spreads to homes etc yet in these third world countries they interntionally set fires, take no measre to control them and they apparently go no further than their victim?

My trip to Tanzania was my first and last time ever going to Africa. Aside from the safari it was quite shitty. Stuff like this happens once an hour over there, it's a pastime  |
