They spraypainted the letter "M" in Arabic which is the first letter of the word "Resistance", It was a 'campaign' by few guys to undermine ISIS control, in a show of defiance, they painted that letter in multiple sites in the city. This was few weeks before the anticipated Iraqi forces started the fight to regain the city, something like September or early October 2016. The media hyped up what happened, and made it look like some sort of a rebellion in the ISIS held city, when in fact it was just few guys thing. The Media attention made ISIS furious, hence the hefty punishment for a seemingly petty crime.
