Well, in my country, refusing to take the brethalizer test or leaving the accident scene is = DUI.
DUI involving death = a shit ton of trouble and probably prison time.

This is why "+" sections are being replaced with roundabouts here in Europe. It forces lower speeds and avoids the worst kind of 90 degree impact.
