They get to bleed out then, instead of having their spinal cord severed. With their spinal cord severed, they get about 2 seconds of life, until the brain runs out of oxygen and they feel minimal pain. With the spinal cord intact, they feel everything, and live for around a minute. There're two more routes for blood towards the spinal cord, that aren't cut in this video. He'll bleed out for sure, but he feels everything and, due to those two more routes for blood, will live longer. And by feel everything, I mean he gets to feel his heart fail due to lack of blood volume. Definitely a shitty way to go.

Yes it does, and that's the most effective move to maximize pain. Here he his drowning inside his own lungs or something when trying to breathe. Basically, if you are an extreme sadist and you know precisely where the internal carrotid arteries; the process can be done systematically cutting the inner carotid, because this cuts of brain blood supply and the person loses consciousness quickly and after few minutes, then brain death.
