i understand how the biker got to where he's at, and how the one man killed him. What I don't get is why there's a guy covered in blood walking in off the streets leaving a trail of blood behind him! How did get that way? why did he decide to enter A PLACE THAT JUST HAD A TON OF BULLETS GO OFF? Surely it has something to do with this thief, but the possibility exists that it's completely unrelated so  is with that guy anyways!?

It would appear that the guy that shot the thief also shot the guy that you said was “walking in off the street”. Both of them come back inside the area where shooting took place, from the street, after the shooting starts. Shooter is still holding the white bag.

The guy with the gun ran around the food stand to clear the area and saw that guy standing around and thought he was part of the robbery too.
