It looks like they’re choking her with a rope, while simultaneously going at her neck with an axe. Rope is visible in the first few seconds, although super thin; the amount of force that’s being used coincides with an axe, and judging by 2019’s tool of choice, an Axe is a likely candidate.

The murderers are members of CV. The 19 year old who was killed was a member of FDN. I don't know if his mother was involved with any factions nor if 'M' was either - they may have just been killed by association. "CV" are members of Commando Vermelho ( Red Command ). It is a notorious, ruthless drug trafficking gang. So the murders must be drug related. Perhaps the 19 year old son?
