This had nothing to do with cartels! The Sesame Street affiliates down there are just SUPER INTENT on the counting. He jumped from ONE to THREE, and you just don't do that! Oscario the Grouch took care of him. Big Bird (El Jefe) gave the orders. Even Beaker (Rota Tuba de Ensaya) and the Cookie Monster (El Monster Oreo) stay in line down there.
