There is a phrase in electronics, "It's the mills that kills"; "Mills" referring to milliamperes of current. However, you do need some voltage to push the current. I am highly doubtful that the car's 12 volts, or else the charger's output of 5 volts would be sufficient to clamp the muscles of the guys body as shown in the video. It didn't help that he was standing in water, perhaps some sort of ground loop to an AC source was really the culprit.
I got shocked once in my car when i used a Car plug-in type 220 inverter to charge my laptop. There was a nationwide power out and i need to use my laptop. so i borrowed an inverter, plugged it to the Car DC socket. i was barefoot and in the damp concrete when i held the laptop to check the charge. it was quite painful. good thing the laptop was placed in a stool outside and i fell away from the car. i would never use a 12vdc to 220vac inverter again.

Definitely the body of the car was grounded to something. I just can't see a car battery doing that to anyone, I mean direct current is dangerous but 12 volts and the vehicle is the ground point anyways. I dunno those real specific things that would have work out just right and let's face it, more people would be dead if shit like this happened from a car battery, my vote is on an extension cord shorted on the body of the car and his feet in that puddle, also the shorts seemingly doing it's own last breath if you look close you can see his arm move where he's most likely pulling on them with his right hand

It’s the amps that kill for sure. Car batteries range from 400-800 cold cranking amps (CCA) in most passenger vehicles. With his feet in water he is grounded, with faulty wiring in car, battery could cause these results.
You actually don't need that much, many people disregard the power of phone chargers (100-200 milliamps can be lethal!)
The guy was well grounded by standing on water (The irony!) and that was the culprit that a low amperage could have killed him.

Yeah I noticed that too. I was going to post about it until I saw this comment. The way his shorts move at 13 seconds ish is really strange. It's like something is pulling on his shorts or making them move above his left hip.
I figured it must be some kind of static electricity surge or something, like when your hair gets attracted to a balloon. But everybody else seems to think it would have to be his leg or his dick moving, so I don't know.

I thought it was really weird too, probably the most interesting part of this poor soul's death.

I could be wrong, but is that some sort of vacuüm cleaner on the drivers Seat? And running from down the screen towards the rearwheel an Extention-Cord?
Could be have been cleaning his car since everything is opened
Might have spilled some water on the wrong spot, or have a faulty wire running trough the puddle under his car
For sure! Look at the wire at the rear wheel. No way is a car battery going to do that let alone a cell phone charger. Ever!
