I would not put myself in that situation. The whole incident was initiated by the off-duty cop when he beat up that kid. What was he thinking? He knew the mob was going to look for him. Furthermore, the idiot cop was talking crap about how macho he was. He was also waiting for the shit to come to him. He should have kept his mouth shut and not gone looking for trouble after beating up on a kid. I was granted a permit to conceal carry on the DR. I never had to even unholstered my sidearm because I never placed myself in a conflicting situation.
Have you lived in the DR? Do you have a legal right to carry a firearm? Those are the important question you should ask yourself to truly understand how life is in that corrupted country. Instead of asking hypothetical questions about how life and the legal system's consequences work outside your native land. If I did not have a legit reason to open fire like a crazy man in a crowded area I probably would not do it. I would opt to run away.
Lastly, He was lucky the 3 guys who were actually fighting him did not disarmed him.

You appear to know more about this incident than I do. The OP described it as "confusing" and with "versions." Do you have information beyond what the OP supplied? For instance, do you know for a fact that the off duty cop beat up the kid or merely that this is the story that the kid told? If you genuinely know more about the incident, please share.
