I think they were checking for compliance. They already had the guy for loitering. They made it his choice whether he wanted it to be peaceful or not. Guess he chose the latter

I have no time for the police, BUT when a cop is armed and ready to draw you know you will stop a bullet so why he didn't comply is beyond me, He brought this on himself, although the amount of shots fired was excessive.
