Honestly it shouldn't have gotten to this level of violence. He just wanted to go to bed I'm sure she'll get away with it... If that's a mall, it's likely private property and he verbalized that he was already asked to leave. Plus he was walking towards her when she told him to stop and had expressed homicidal ideation... She shouldn't get away with it though. Anyone with a brain and actual training would have known to call for back up, convince him to leave and if that fails, to wrestle him to a position where you could handcuff him so we can get him into a patrol car

No they don’t “normally” shoot in the leg, I have no idea where you heard this. Cops are trained to shoot at center mass, meaning chest and heart area. A leg shot will not incapacitate the suspect in most instances, and can only serve to enrage or aggravate them further.
