Where I live in a small rural town, around midnight all the lights start blinking like that. They start around 5 a.m. back to their normal schedule of red, yellow and green. There isn’t enough traffic during the late night hours to make people wait for the light to change so they all blink red during those times..

Sounds to me that this could be an X-FILES case. Don't mess with the Ouija Board. Nothing good ever comes of it.

You know, come to think of it, I did see a man and a woman downtown one evening in what looked like business suits. It was really late or actually early in the wee hours before 4 a.m. They were standing there looking up at something. At this point I’d bet it was one of those blinking stop lights…
