Biker was just dumb, approaching that intersection at that speed. Even late at night, I am paranoid. There is less traffic, but more of them are drunk.

When the traffic lights are flashing like that here in Australia, it means they've failed. Think that's the case here? If so, approaching that fast on a crotch rocket is silly, and also could explain the hesitation of the car driver.

Where I live in a small rural town, around midnight all the lights start blinking like that. They start around 5 a.m. back to their normal schedule of red, yellow and green. There isn’t enough traffic during the late night hours to make people wait for the light to change so they all blink red during those times..
