Of course the cyclist had no business doing that. I still can't figure out if the cyclist's view of the Tesla was blocked by the van. So after his near miss with the van, the cyclist assumed the other lanes were empty???

Or did the cyclist just assume the Tesla would see him and evade collision, as the van did and a typical driver would???

I think it is likely the Tesla was in auto and the "driver" was operating his cell phone. That would have been a simple evasion for a driver actually watching the road.
