Because not everyone is going to agree on what qualifies as "scum" worth executing. Someone might think you should be executed for your skin colour or religious beliefs or something. It's really quite easy to see why this line of thinking would create far more problems and injustices than it would fix. Also, Hitler thought the same thing.... |
