This was *NOT* a head shot. This was a transthoracic, basically armpit to armpit. Which is extremely lethal almost every time, even with small calibers. With the heart, lungs, spine, and all of the nerves and major vessels of the whole body present; there's not much chance of missing ANY. Instant incapacitation is pretty common, especially since at this range a 00 Buck load is still going to be compacted into basically one solid mass, like a slug round.

No. Unconscious felons could conceivably be feigning death although they might be presumed dead. Policy provides exceptions for individuals with obvious signs of death (i.e. brainless, headless) and do not require handcuffing. As mentioned in another post, these rules are typically written because an officer or citizen was killed in the past by an unhandcuffed prisoner who regained consciousness when presumed dead. |
