I'm more confused by those random looking convulsions he had on the ground before the other dude jumped on him. He was doing the 'on-my-back-arms-only-breakdancing-routine' for a short time before dude jumped on him.

I guess your view of the video wasn't clear enough. The guy on the ground was searching around for his gun while trying to be aware of his surroundings at the same time.
