Its caused by a weak government which cannot sustain the infastructure, let alone police force or even collect taxes, so people have to take matters into their own hands. In societies with more coherent system of law, you always needed some kind of force that privatized the violence for themselves, whether the town garrison was funded by the town chief, kingdom representative or government.

The reason why this doesn't happen in western societies is simple: They have a stronger government that has privatized violence only for itself and forbids civilians from using it themselves. As much as one might hate paying taxes, they ultimately prevent this scenario from happening here.
