Video looks older than last 2 gulf wars, it appears as if it is from VHS video hence the analogous pitch shifts in the sound, I would guess this is from the late 1980's and he is dressed a lot like an Iraqi police officer in his shiny suit.
This looks like a typical ending to one of the many kidnap-style arrests that were carried out by the Ba'ath regime's during the era of Saddam.
That's just my guess.
