Unless "punishment" in this case means a "revenge" battalion to punish the people who support the rebels. Not sure which way this is going, and who should be cheered for.

Remains of the internal troops that somehow escaped the purges in the ranks of Ministry of Interior, these mainly serve as units guarding Slavyansk and other “liberated” cities, as well as finding suitable “volunteers” for punitive battalions among persons with criminal records. Presumably, identifying marking of these units is red duct tape.

And Russia wants the world to believe that the Ukrainians are not just trying to defend themselves. RT and this crap have no credibility.
