I know one of the drone people. They fly them from nice safe locations in the United States. I have been told that there often really was no difference between the above because the Taliban deliberately used such places as elementary schools for their own purposes. It's a damned if you do and damned if you don't situation. If the US military spared a school which the Taliban were using, they went on using it unmolested. If we blew it to bits, killing kids and Taliban indiscriminately (one would hope that the target managers at least thought that school was out for the day), they got a big propaganda victory over the "child killers."

What a lovely war. Nice that's its over.
