That girl's reactions were amazing. She pulled the guy in within a fraction of a second of the first shot, and shimmied her away around to the front of the car like a ninja.

The police are one gang among many there. Their big advantage is that of being officially recognized and funded by the government. They both carry out and are the victims of gang assassinations.
