It is a fact, that ISIS upper cadres are composed of former Iraqi secret service members. When allied forces busted an ISIS leader in 2017 (don't remember the name) they did not even find a Quran in his house. And it is not totally off to say that American secret service worked closely together with Iraqi secret service in the 80s and 90s. "Funded by the USA" is definitely too much but we have to accept that too many people have too dirty hands in too many things and the USA is the biggest of them.
