Assassin's have two choices in times like these, to shoot the passengers first to alarm the driver so they try to drive away before being shot making a better show, or to shoot the driver first guaranteeing they wont get away. Kind of ironic that a car with "led" on the license plate get's filled with led!

Driver was seriously injured. Though looked like they were more so aiming for the passengers, if you’re going by the bullet hole damages!
So actually they might have been hit first and able to get out of the vehicle and then allowed to try and move out of the way.
