I'm afraid there's nothing weird about it. Getting out of a vehicle when it's gone into the water isn't easy, unless you can get the windows, usually electric on recent vehicles, down before the vehicle starts to sink and the electrics fail then you have to remain calm, control your breathing and wait for the vehicle to fill with water so that the internal and external water pressure balances before you can open the doors to get out. The car went off a bridge into the water so the girls were probably rather stunned by the impact first with the bridge wall and then the water. In that condition you can't control your breathing and there is no way you're getting those doors open until the water pressure has balanced. It's damn easy to drown in those circumstances. And if you can't keep calm, or if you're not in a vehicle with manual windows or a convertible were you can release the soft top to get out, you're royally shit out of luck. I've done a course of training on this, and I'm also a recreational diver and a strong swimmer but I can tell you that staying put until the vehicle has filled up with water is totally against every fibre of your being. And, sadly, even if people do successfully escape the vehicle under water they very often drown before they reach the surface because as the vehicle has sunk it has turned over and they've become disorientated and not swum up towards the surface but in other directions...
