The US Treasury has a service where you can exchange torn, damaged, burned or stained notes if you can present at least 51% of each of them. (They check to see if it is stained by a dye pack, though, so this is not the best way to exchange money received from a bank robbery.)

To be completely fair, the thief has no chance to "flee" the scene, his face got so fucked up plus he is so shocked he will not go anywhere, nor resist....over protective cops cannot do shit while a 14 year old did their job lol
