I might be wrong but isn't there rules when arriving at these scenes as medical emergency that you tend to the unconscious rather than the conscious? Suppose that doesn't matter if the injured is well and truly destroyed but this guy is at least intact so why not proceed to deliver chest compressions etc in hope of reviving the poor guy?

The unconscious guy is clearly dead. You can see the paramedic checking his pulse before moving onto the other guy.
