Have you ever actually seen Zanzibar? There's nothing war torn about it. The locals there want white girls walking around. It's not a punch in the face, it's a golden opportunity milk some tourists for their money; one of the country's main sources of income. This was an isolated event .
Zanzibar's main industries are spices, raffia, and tourism. The last thing they want is to scare off their cash cow.

Considering Islamic terrorists propensity for international attacks, this has all the markings of a religious hate crime- but those are happening all over the world.

Verti, Go on Google Maps and put in Zanzibar. Look at the overhead satellite pics of it. It looks a lot like Haiti. In friendly countries they have street view. Not here. Hit street view though and click on the blue dots. Those are street pictures of this "Paradise".
