The MRE’s sent from ‘Murica that contained packets of chili have been removed from front-line units and destroyed due to unfortunate incidents such as this.

They're debriding the wound aka cleaning it. Then the tubes later are for allowing the wound to drain so no abscesses from pus forms that might cause an infection.
