Not dreads so much as a crazy homeless person who doesn't take proper care of himself. It almost looks like a portable sleeping pad.

Real dreads are clean, and washed daily or every couple of days like regular hair. The difference is in styling (or lack thereof), letting the natural oils in the hair and the hair's own tendencies form it into little ropes. Some people twist the ropes themselves to get it started. Not dirty at all if correctly cared for.
