Rickypoo, Doctors can and do operate on bitty little fetuses while still in utero these days.

The eyes are covered to protect them from the lights and drying out. That baby is a preemie---his little eyeballs aren't ready for the outside world yet. That's why so many ultra-preemies are blind

The eyes might also be covered because premature babies are very often jaundiced, and the treatment for that is being put under ultraviolet light to help them break down the bilirubin.

It is possible for an omphalocele to be surgically repaired, depending on the size of the defect. The main problem is whether the baby's abdomen can have those organs squeezed into it. It also depends on whether the baby has other abnormalities.
