"Generally Less Than Lethal" is a more accurate description. Any round out of any firearm has the ability to injure, maim, mutilate and/or kill given the right circumstances. Rubber/Plastic bullets are supposed to be 'skipped' into rioters if they are at too close range by firing at the ground (which absorbs much of the energy) and ricocheted into the crowd. But if the cop is scared or angry enough, he may forget or just not care. Plenty of people have been maimed and/or killed by rubber/plastic bullets. They are no joke. They also have 40mm 'baton' rounds of solid plastic. Several kinds for use at different ranges. They can kill too. Trouble is, crowds can surge forward, fall back, etc. Riots are very fluid and it's easy to get confused as to what round is in the chamber at any one point. Also, a cop who is afraid for his life will tend to fire whatever round is loaded. Riot suppression is very tricky. |
