No, it looks like that baby was actually delivered. The fetus in the OP was either aborted or miscarried,.
It's wierd the hands are almost in the same position.

Definitely not the same baby, look at how tiny the first one is, plus there's the bluish skin tone. The second baby looks much closer to term, appears to be more developed, anencephaly notwithstanding.
