The fingers may seem to have fused, but in reality they did not separate during the foetal development. It's caused by a failure of the interdigital cells to undergo apoptosis (programmed cell death).

Both my mom and grandmother have this condition on their toes. The two toes next to the big toes are fused. Never posed a problem. My mom was afraid I would have it when I was born, but all my digits are good!
