That's called Phimosis. I don't think it would be caused by too much wanking, I think most guys would have it if that were the case  It's basically when the foreskin is too tight and doesn't retract completely. I like how all the ignorant whingers complain about it being "unclean" and "smelly" to have a foreskin. Newsflash: You can take a shower. You can actually clean under a foreskin. It serves a neat function in protecting the glans penis. Of course, I'm biased because I have a foreskin. Not a huge one like the one in the pic; the very tip of my glans is always exposed.
