May, 2016. A CCTV camera caught the horrific moment a concrete slab fell from a balcony onto a woman as she manoeuvred a pushchair with her young child.

The 31-year-old mother suffered serious head injuries but miraculously her baby was unharmed.

The woman was rushed to hospital in St Petersburg, Russia and is believed to be in a grave condition.

According to local media outlets, the apartment balcony was reportedly damaged due to poor maintenance.

Local police are investigating whether the building manager was negligent and believe that poor building management was the cause of the balcony accident.

MIRACULOUSLY GOT UP

For 10 months now, Olga Klintsova has been trying to recover from the most serious injuries she received last spring. Recall that on May 11, 2016, on Yaroslav Gashek Street, a huge piece of concrete slab fell on a young mother who was returning home after a walk with her little daughter, which was lined with transitional balconies.

Olga's daughter was literally born in a shirt. After all, mom just moved the stroller from the very place where the stove collapsed. If she hesitated for literally a second, not the woman herself would be in the hospital, but her baby.

The young woman spent several months in the hospital. I learned to speak and move again. Doctors were afraid to give any forecasts. But the desire to see my daughter as soon as possible worked wonders - Olga was discharged at the end of July. However, she never saw little Katyushka then - she was taken to her grandmother in Murmansk. And Olga had a long rehabilitation.

She's doing her best. And the progress is evident. Olga already communicates with acquaintances on social networks and writes news about her well-being.

- In December, I had Botox injections, after which I had to actively engage in physical therapy, - here is one of her last posts, made after the New Year holidays. - The simplest exercises turned out to be very difficult for me. In addition, it was necessary to deal with the muscles of the back and abs. I swam in the pool in fins to activate the foot and with the shoulder blades to stimulate the hand. Also, after RTMS (magnetic stimulation), I was at the Polenov Institute research. They said that the brain stem had almost recovered. This means that all the main vital functions are normal.

Olga flew to Murmansk for the holidays to see if she would be able to take care of her daughter. And came back satisfied. My daughter will come back home in February

- Everything turned out to be better than I thought, - the young mother happily shares. - You can do a lot even with one left hand. The right one can't help practically yet. However, I need Katya for rehabilitation, not to mention that I missed her.

PARTLY GUILTY

Meanwhile, in parallel with the recovery process, there was still a judicial one. Andrei Kazakov, the 47-year-old head of the "Vesta" HOA, was accused of the fall of the balcony. Investigators claim: if he had performed his duties properly, no trouble would have happened. And the man knew for at least a year that the facing slabs of the balcony fences were poorly fixed.

At first, Kazakov did not admit his guilt.

- When the tragedy occurred, he explained that the building was built in 1975, and it had never been overhauled. He gave two reasons: the house is not included in the targeted program of the State Administration of Zh and the banal lack of money in the HOA, - they say in the district administration.

He decided to partially admit the accusation already during the trial. He explained: he himself did not do any work, and he should not have done it. Another organization was supposed to work. But at the same time he understood: he was guilty of not controlling, not actively insisting on changes in the overhaul period.

The sentence was eventually issued under the article "causing serious harm by negligence". On Tuesday, January 24, the Frunzensky District Court sentenced Kazakov to two years of restriction of liberty. This means that he has no right to go far from home and must be reported to the police every month. In addition, the man must pay 4 million rubles of moral damage to the victim.

The chairman's lawyer has already stated that they will appeal the financial part of this decision.”
