I guess there are just so so many bodies - what is it, 200,000? - and people need to constantly gather and transport them as quickly as possible. And this is in the tropical heat, too. Also, fabric used to cover 200,000 or so dead bodies would be needed by the survivors. It's just such a hellish situation; I can understand why it reaches this point.
