This one was on here once before and I don't think it's a parasitic twin... I think it's amniotic band syndrome, where strips of the amniotic sac get wrapped around parts of the baby. The baby can swallow the strands, which can cause the face to be pulled into bizarre shapes, and the bands can also wrap around the head.
