I saw a news report on this sometime last year. It's the practice of circumscision in Judaism. Sadly there were a few instances of this happening in the NYC area I believe. I want to say that as a result of this there was a movement to forego the blood sucking part. But yes, this is essentially what happens when a Jewish boy gets circumcised, it's called a Bris.
