Looks like a hydrocele, because I had exactly that in my early teens. It's from when your balls drop at puberty, and fluid can slowly leak into the sac. Perfectly harmless, just a tad embarrassing at that age. Had mine cut open & drained. Seriously painful as fuck while it heals, plus one of the supposedly dissolving stitches got infected, but it's left me with quite a cool scar. You should get him to send you a photo of it with a torch up against it, because it lights up like a lantern, just like that pic of the baby with hydrocephalus with a torch against the skull.
