It happens in America, and other countries too. The difference is, in third world countries, people can't pay doctors to fix problems like this, or make them more manageable. Also, we have special treatment centers most people don't even know about, mainly for the privacy of the people afflicted with such conditions. We discussed things like this in my bioethics class.
